Ying Xiao is a partner at Merits & Tree Law Offices. Prior to joining M&T, she worked in a public security bureau for 15 years, where she was awarded a third-class individual merit, as well as served as a partner at Anli Partners.

Her main practice area is criminal dispute resolution. During her tenure in public service, she handled over 500 criminal cases and held leadership positions in public security decision-making departments, becoming familiar with the working patterns and characteristics of criminal and administrative law enforcement. She has conducted in-depth research on the risks that enterprises may face during criminal and administrative law enforcement investigations and is adept at providing comprehensive legal service solutions through a combination of civil, criminal, and administrative measures. She has represented multiple cases involving bribery, corruption, and dereliction of duty by public officials, as well as corporate executive cases of duty occupation and insider trading, achieving satisfactory results for the parties involved; she has also assisted many enterprises involved in cases with compliance rectification, resulting in non-prosecution outcomes. Xiao Ying has extensive experience in corporate anti-fraud investigations and the intersection of criminal and civil matters involving property disposition. She has represented several companies in the capacity of litigation agents for victims or interested parties in property disposition, participating in the criminal litigation process and providing effective schemes for the recovery of stolen assets.
