Xiaoxia Zhang is a partner at Merits&Tree. Prior to joining M&T, she worked at an associate professor at Beijing University of Civil Engineering and Architecture and was a senior partner at a well-known law firm.
Since starting her legal career in 1997, Ms. Zhang has been dedicated to legal services and research in the field of real estate and infrastructure. She has served as an associate professor and master's supervisor at Beijing University of Civil Engineering and Architecture, where she has also held roles as the Executive Deputy Director of the Real Estate Law Research Institute and the Director of the Architectural Heritage Protection Law Research Institute. Throughout the legal practice, Mr. Zhang has been involved in a board array of infrastructure and commercial real estate projects, including development and financing, construction, and dispute resolution. Her extensive experience spans across various sectors such as construction, municipal administration, petrochemicals, civil aviation, and new energy.
Ms. Zhang has been actively engaged in legislation works alongside the Ministry of Housing and Urban-Rural Development and the State Administration of Cultural Heritage. She has led and participated in multiple ministerial-level research projects and legislative works, as well as in the drafting and validation of model contracts for construction, supervision, and cost consulting in the engineering field.
In addition, Ms. Zhang presides over the Appraisal Professional Committee of the Permanent Chinese Construction Law Forum. As a member of working groups, she has participated in the compilation of several notable works, including Risks and Practical Responses for Chinese Engineering Contracting Enterprises Operating Overseas, Guidelines for the Adjudication of General Contracting Contract Disputes in Construction Projects, and Guidelines for the Adjudication of Engineering Insurance Contract Disputes.
